[PS5] Oswald missing Local Coop

It is the same thing, we've finished the Quest, got the Axe but my wife's character cannot deliver it, she killed the boss by herself and it still not showing up.

Oswald is still missing. We've found this appears to be the player who talks to him first can't seem him until he appears at the end with everyone. The other person doesn't seem him until they log in solo.

Even after logging in solo, the first person doesn't see him, and logging in with the person who did see him doesn't get him to show even switching the order of players logged in.
