No final 2 boss atlas points from killing arbiter of ash

I had 8/10 points from map bosses. I put all boss points in. I bought keys and did Arbiter without finishing the citadels. I wasn't able to get my last 2 points.

I went back and and killed all 3 citadel bosses on my map to finish the quests. I still didn't get my last 2 points. So I went to kill the arbiter a 2nd time and still no points. I got 4 arbiter points, but not the final 2 boss points.

I opened all of them on my own maps.
It says I have completed the pinnacle of flame quest. All citadel quests are completed, but I am stuck at 8/10 boss atlas points.

I would like to get my final 2 points for the 30% chance for corruption on boss maps for more exp.

This is quite frustrating since there seems to be no known solutions where ever I searched.
