Copper Citadel unaccessible

My atlas has a copper citadel and 10 associated maps which cannot be accessed due to water, mountains and poopy game design. Guys. I've been chasing this citadel for days. I went around bodies of water, mountain ranges, countless Vaal, Mire, Seepage, and Augery garbage (ok, almost every map in POE2 is garbage) only to finally unveil the last fog of war -- and you just can't get there from here. Please unfornicate this feces.

I looked at the pinned known issues. Is this bullet describing my problem?
