Dusk Vigil + Summon Raging Spirits not working / No Tooltip for Ember Fusillade from Staff

Ember fusillade from dusk vigil staff does not summon any raging spirits when it auto casts.

SRS says that projectiles summon a spirit on hit, but the skill from the staff does not summon any at all no matter what happens.

Also the Ember fusillade skill from the staff does not show a tooltip, or the information that is showed is shown from the previous skill tooltip that was viewed.
