My friend is unable to add me to friends list or party

I'm playing PoE2 on steam, he's on Xbox. I added him to my friends list, but I don't show up on his end. When he tries to add me, it says I don't exist. I can add him to party and warp to his location, but it doesn't show on his side that we're in a party. It's making it hard to zone together. I have to constantly warp to his location, entering his instance each time.

Does anyone know what's going on? He's tried adding me with my account name and the # and numbers, and he's tried adding me without that. Nothing seems to work on his end.
