Unique Gem: Black Scythe Training, fixed?

I want to start a build that relies on evasion but I don`t want to waste my "not so precious time" on a bugged Gem.

So guys.

Is it fixed?
Wasn`t/isn`t working (I guess). Lots of reports on the matter here.

Gem: Int now gives evasion instead of mana.

The only reports I'm aware of aren't that the gem itself isn't working, but that the Gemling Mercenary ascendancy isn't doubling its effect like it should?
