Conductivity wont equip

I am unable to set conductivity to my skill bar. Changed a ring and this was removed from my skill bar. changed the ring back to the old one and now I dont even get the option to add it to the skill bar. when I click the arrow in the skills menu it shows me an empty stat window for a random different skill that I have equipped. I do have the required stats and levels to use the skill gem.

Update on this. The skill gem is bugged. created a new one and has no issues but the old one still cant have the skill equipped to the bar.
