Waystone drops

Am I the only person dealing with this? I have about 70 hours into maps now and am struggling to progress and explore because waystones just never drop for me. I am comfortably running 13s fully affixed and can run 14s and 15s but the stones don't drop for me over a level 10. So I have to go and farm sub 5s to get a bunch of stones and combine them to make the stones I need for the quests. I am level 83, am I doing something wrong? The higher maps I run I will have 200-300%+ drop chance and still I won't see a single one.
