Unable to influence map node

I have been trying to get a particular map irradiated but it is bugged and not working.

It is at the point where when I put a tablet into the tower to irradiate the area (which is quite literally located right next to the map lol), it comes up with a warning saying 0 maps in range can be irradiated.

The map is gaining stats from towers but it isnt gaining the additional mods.
