Blackjaw permanenet rewards not dropped

Hey.
I have killed Blackjaw The Remanat more than 5 times on both normal and cruel difficulty now, and i have yet to get the permenant buffs.

Is this a know bug? If anyone has a fix, please contact me, it's quite frustrating to mix a build, when i need more fire res than others.

With no gear equipped, what are your resistances in the Act 1 town?

Without gear and a -5 all res jewel and -20 chaos jewel, my resistances are -5 frie, 15 cold, 15 lightning and -20 chaos.
Without jewel and gear
0 fire, 20 cold, 20 lightning and 0 chaos. In Act 1 normal town.
