network latency spikes

running poe2 via ethernet, just purchased and installed. brand new character and i'm seeing spikes from 30 - 60ms up to over 2000ms. i've tried a vpn and that made no difference(i don't know specifically what city to choose on my vpn so that might be a problem).

I'm seeing many others report latency issues since the launch of the early access. Not sure what else to do, but i'm not feeling confident in things right now because of it.
