Weapon unable to be equipped

There is nothing 'red' on the weapon that I am over level requirement for (just 1 level over req, figured I'd get that to rule out needing over level for it). The strength requirement is 76 and I have 148 (140 without my current 2hander equipped).

Trying to equip the item despite being red and while using a controller my character says he's not strong enough to wear it. Odd, given the str requirement and my current strength.
