Stutter issues

So ever since that hotfix that destroyed maps for a few hours, I have noticed my game stuttering from time to time, my character just freezes in place but all particle effects and gear effects are still moving (i.e. my cape still moving, cloth dangling from my belt stuff like that.) its like my game pauses with out me pausing it. This has only happened recently and I haven't had any other issues with the game until the hotfix i mentioned earlier, I am just looking for ideas to what it might be or how I could fix it or if its just server side I don't know.
