corrupting gem

okey, today i used to corrupt my tempest flurry level 20 gem 20 quality 5 soc with oman of corruption, once i aplied it, it did nothing !(my gem still is 20 20 5 soc)
as result oman of corruption is 100% to corruption do something. so its bugged?
