Zalmarath and lightning rods not procing

PoE 2 Zalmarath when he first spawns rods proc on him just fine, but after he moves to the side they dont proc from my lightning arrow. I can get them to proc alittle with orb of storms but they dont consistently do damage as they should, almost like his hitbox is wrong, my lightning arrow projectile fines him just fine but the aoe on the ground directly infront of him seems to not connect.
