I'm stuck on the endgame map :(

I want to get to this city that appears right above, and any other way is a gigantic detour, I'm guessing about 200 maps here.
The last map I made is circled in red, but it didn't give me access to the next one, which didn't turn blue and I can't use a waystone on it:
