Bug where my game loads in to the world and my gameplay freezes very badly

I load in to my game and the world is frozen for a bit and then proceeds to unfreeze for a bit and then go back to being frozen. the whole world is frozen as during the freezes if I stop and do nothing when I unfreeze, the game proceeds from when it was unfrozen and my health doesn't go down or anything so its an issue with the game itself and isn't a local issue. while frozen I can hover my mouse over enemies and the red outline still appears in the freeze and has no lag at all to the outlines or when I hover my mouse over things in the heads up display they still light up as normal but the world itself is the only thing that's frozen. restarting everything and changing settings does nothing to fix the bug.
