Ball Lightning with Unleash does not hit more than without.

I was trying to use Withering Touch with Ball Lightning and I found I reached the same number of Wither stacks with or without Unleash and that can only mean that the repeats are sharing the same cooldown for hitting as the first projectile.

This does not sound like what Unleash is supposed to do.

I should add that, no, I'm not reaching maximum wither stacks.
