23 an 24 skilpoint

I replayed all skilpoint misions yet im stuck at 22
Is it bugged or mybe i lost a quest item ????

It might be being held by an act 1/2 normal/cruel NPC, waiting for you to pick it up. These would be Una in Act 1, and Shambrin in Act 2.

I know that Una in particular can be troublesome with this if you're playing on controller, because the "Receive Quest Reward" option gets scrolled outside of the window for dialogue choices. Try to navigate to choices above Una's list of songs to see if she's holding a skill book.
