Lost Passive Skills from Refund

I'm level 95 and have all 24 weapon set skills points. But I seem to
be missing ~5 skill points.

I believe what happened was twice I rapidly refunded several skill points and some skills were unallocated without refunding the skill point.

I created a bug report which has not been seen as best I can tell and contacted customer support who told me that they would not help (and stopped responding after a single email).

How do I get my skill points back?

Probably you refunded some weapon passives that were allocated only in your current weapon set. Unallocate some passives from the other weapon set, and you should see them available to allocate for both weapons sets.
