Price fixing and getting blocked by the player

I waited for an item for over a week that person comes online and I wanted to buy for 150 exalted and he blocked/ignored me in game and increased the price to 2 div as you can see in the image I attached. I know that ToS for GGG is including price fixing being illegal. Can you please do what's necessary? Thanks a lot!
