2nd character does not get boss atlas drops

I have a second character who cannot get atlas boss drops from tier 15+, irritated bosses despite having only 4/10 of atlas points. I also cannot advance the quest legacy of the vaal with my second character. I believe the bug might be related to this quest state being incorrect despite talking to Doryani in all the locations he appears and choosing all possible dialogs.
