Chat doesn't work half the times I log in?

Ever since the last patch, half the time there is ZERO chat and no one replies to any messages. It's as though I'm in a chat by myself. I've checked all settings and this isn't a settings issue. I use GeForce Now to play, which is about the only thing I can think of.

Is there ANYONE else who is having this problem where chat just seems to be non-existent? I know it's not just a quiet time because prior to the patch (and anytime the chat does seem to work) it's constantly going.

I can't find any other posts or reports of this. It's frustrating as all heck as a newer player because I can't see any questions/answers and I can't get any answers to my questions either!
