Is Plague Bearer bugged or am I missing something?

Trying to scale my plague bearer up I've noticed it doesn't get any levels added to it from my staves. Not the:

"

+7 to Level of all Chaos Spell Skills

nor the:

"

+7 to Level of all Physical Spell Skills

Plague Bearer tags are:

"

Persistent, AoE, Physical, Chaos, Nova

Why doesn't my staves affect it's level?

It does get bonus levels from my Gemling ascendency and from my +1 all skills helmet.
