electrocuting arrow is too slow

hello,

the ranger skill "electrocuting arrow" is too slow. it's supposed to be a quick movement skill, to position yourself behind an enemy, and get off a quick shot while you're at it. but most enemies seem to hit me while i'm jumping, and then turn around to face me again before i can land and ready myself to attack again, so it's just a waste of time.

please make this animation much quicker. i don't mind if you reduce the attack damage even further, because as it stands the attack is worth less than the repositioning.
