Tail Wind and Gale Force for Ranger doing nothing. (Video proof.)

I have since specced out of these skills cause they're doing nothing for me, but I confirmed with as many people as I could that this is not supposed to be the case, and that this is buggy behavior. So I'm sorry if this is not supposed to be here.

No matter how many stacks of gale force tail wind I gain, or don't gain, I can not find /any/ difference visually, nor do any of my numbers on my character sheet or DPS hotbars update whatsoever. If this is a widespread issue or just for me, here you go.
