Corruption outcome for items with implicit skills

Currently you can get max 19 lvl skill from implicits (wands, staffs, decompose boots etc). Add corruption outcome for +- 1 lvl for those implicits so you can get 20 lvl to unlock 6 link. What do you guys think?
