Time freeze and quality?

Hi,

Can't seems to be able to use a gemcutter's prism on Time Freeze nor Temporal Rift to increase quality (although the Wiki gives the stats bonus coming from quality) is it intended and a mistake from Wiki ? Is it a bug ?
(On PS5 btw)

For now we can't quality skills from any ascendancy, might be fixed since why else it has quality bonus
