Dear GGG: Waystone progression & mods can be improved... By removing tiers?!
The level of maps in PoE1 was attached to the item itself and this carried over to PoE2 waystones. Having higher level areas locked behind the drop level of waystones isn't even necessary though.
The area level of maps should be select-able on the atlas as a separate setting from the waystone item itself. Higher levels could be unlock as the player progresses through their atlas quest-line. Waystones could instead drop with different item levels instead of tiers. That way higher tier map mods could be gated behind higher level waystones, but players would always be able to do higher level maps with any level waystone. Higher level waystones with good mod pools would still need to be farmed from higher level areas. This would also make sense if players could purchase the lowest item level waystones for 5000 gold infinitely. With a change like this players would never have weird progression issues with waystones ever again. Waystone mods could also become a bit more interesting with a system like this too. Replacing the endgame with BTD6 would also be an upgrade.
