Unleash Support Seal Generation Bugged

Unleash support mentions "Supported Spells gain a seal every 200% of cast time", however this is not working correctly.

For example when spark has a cast time of 0.26 seconds, seals should be gained every 0.78 seconds (.26*3); however the seal gain seems like it is capped and cannot go below 1.4 seconds. Even when reducing or increasing cast time, this 1.4 seal per second does not change.

Very easy to replicate & I've tested across multiple skills. This same hard limit applies in all cases.

I'm not sure if this is intended, but if it is, pretty please update the support gem description with this 1.4/s limit please and thank you.
