Legacy of the Vaal Quest Not Advancing

I am fully finished with all of my atlas point quests but looking for the citadels but I still have the quest notification for the legacy of the vaal to speak to doriyani who does not have anything when I go talk to him. This is pretty annoying as I can't even just turn off the notification and ignore it.
