POE2 Stormweaver ES recharge never starts

I have a lvl 78 Stormweaver with full ascendancy and I tried resetting the whole skill tree + removing the whole gear. ES recharge still does not start.
I tried asking for help from #Global but all the ideas they had there were also tested and nothing really gave me back my ES recharge possibility.
So my current character does not recharge ES at all, only way to sustain it currently is Shock Siphon + Grim Feast + Well (Hideout).

No uniques equipped all rares. No Zealot's Oath. Energy Shield Recharge Delay Modifier is +5%. Max ES 7764.

Can someone help me out or GGG to find out what is causing this?
