T4 Ring rolled T2 affix

Found a t4 ring in map, ID'd it and it had 6 mod, t5, t4, t4, t4, t4 and t2. I thought a T4 item could not roll a t2 mod if a higher version of that mod was avaliable.

There is no such T4 item
T4 map only affect item level, which affect how higher the mod tier can roll (in poe 1 T1 is the highest/best while in poe 2 T1 is the worst ) anyway, but item level does not prevent shit tier of mod rolled. There is no tier protection by design

and GGG make T1 is the worst mod make it extremely hard to tell the item is good or bad
