Progress Soft-locked by Waystones?

Hi all - having a bit of an issue here. I'm currently doing T5 maps (5/10 progress on the quest). The problem is I have zero T5 or T4 waystones left. All I have are five T3 waystones and a T1.

Should I reforge 3 of my T3s into a 4 and pray higher waystones drop? Or should I plow through the T3s and hope I get enough drops that I can eventually reforge enough 4s to reforge a 5?

Not sure the best route to go here as both options seem iffy. Appreciate any advice anyone has :)

I often use the trade site to get normal maps a tier or 2 higher then I need in bulk(5-10) and they are relatively cheap. You are likely to get a few map drops as well from higher tier maps. I use this strategy every few tier levels.

Craft the waystones at least to rare and view more waystone drop chance. Use yout tablets.
