Turtle charm ( Warbringer ascendancy node)

Hello guys, POE 2 newbie here. I want to ask about the Turtle charm ascendancy node (35% less Block chance. Can Block Damage from all Hits while Shield is not Raised).
So, If I RAISE my shield, I'm still able to block all HITS damages ?
I am confusing that I'm only passively blocked all hits when shield is not raised, and when I raise my shield it is just a normal shield block.
