Unable to get 10/10 on boss atlas passive tree

On one of the bosses I did the book dropped but when I clicked on it there was no message to say passive points added and no skill points in the tree to add. Now I'm stuck on 8/10 as if the game thinks I have added 10 points.
And yes, I've run bosses on fully juiced maps with lvl 16 waystones. Nothing gives me those last 2 points.
