Flying enemies being immune to ground effects is build breaking and should be fixed.

As per the title name, currently the flying enemies in POE2 are either immune or take so much less damage from ground effects (such as burning ground) that they are essentially build breaking if your build relies on it.

I have been unable to complete a single Copper citadel as it always has at least 1-2 rare mosquitoes that simply take no damage from the burning ground I use, which is the cornerstone of the whole character. Not to mention they roll with other modifiers as well, so haste + mana syphon and immune to my primary DMG makes them completely unplayable against.

Are there any plans for this to be fixed?

Are you talking about actual Burning Ground or the Wall of Fire spell?
I am using the burning inscription support, which drops ignited ground. I assume similar to burning ground, simply has no effect on flying mobs and does neither DMG nor Statuses to them.
10000% agree. This is really dumb. No other enemy in the game avoids my shocked ground from teleport and it's really annoying. This is the only enemy that, when rare, I cannot kill in a reasonable amount of time. I understand they're not "touching" the ground, but it's just a dumb technicality for the game to have. Please fix!

Surprising indeed. Flying enemies being immune to ground effects would've been logical but what about when I'm using my warrior to leap on the Burning ground modifier and still receive DOT from the burned ground despite my warrior being a dozen of feet above the ground?

This is the true bug that needs to be fixed... flying enemies should avoid ground effects though.
With that logic, how will melee users who are on the ground be able to hit flying enemies? Warrior skills are mostly ground effects so it will be nearly impossible for them to eliminate these type of enemies.
Also, as for the sorc who uses the lightning warp build, it's supposed to be an aoe spell but how come it doesn't affect those ben 10 stinkfly lookin mob? Spark says it attacks along the ground so it's not supposed to hit flying enemies as well. Lightning warp doesn't say anything of the sort.
