Hello, can you tell me how to understand what "non-negative Elemental Resistances" are?

When the icon is red, the resistance is negative. In all other cases the resistance is non-negative.

You shouldn't really read into that, it just lets your hits against frozen enemies ignore ele resistances, like if they were zero. But since negative resistances are less then zero, it leaves them unchanged. Otherwise if would raise them to zero.
