Multiple disconnects when entering instances

This is the result from WinMTR. As you can see, when I tested one of the instances where I experienced disconnections, there are multiple "no response from host" messages starting after the 7th hop.

I tried using a VPN, and the connection worked properly in that case.

Does this indicate an issue with my ISP's routing? What do you think could be causing the problem?
