cast on block energy generation bug

Svalinn has a grant skill : cast on block

Description say its gain 250 energy on block , and quality make gain 0-5 additional energy gain on block.

The bug are he gain near 2.5 energy on block.

Can confirm. Tested with spark which has 0.7 sec cast time, so 70 energy, 1 block should be enough to cast it. One block gives 5% so 3.5 energy, which would be in line with 2.5 +51% increase.

Initially I thought that maybe it was a victim of Cast on X nerfs and it depends on the power level of the enemy but no, same 5% gain on whites, blues, rares and uniques.
