Cannot Resurrect when dead

I am playing on PC, but my brother has shown me when he fights the Rathbreaker boss he is unable to resurrect at checkpoint if he dies. He is unable to press pause or any other buttons to get out of the game. He has to return to his dashboard and reload the game. When he click the "Resurrect at Checkpoint" button on the screen, it states that he does not have the required quest state to do this. This happens everytime he dies. He has to constantly dashboard to get back into the game. I am unsure how to attach a screenshot, but I do have one showing the above.
