I just completed my first breachstone encounter, and was getting XP just fine. After killing Xesht, I went back to mapping and ran Blooming Field with a blue T15 map which was immediately adjacent to the new Bluff tower I had completed just before the Xesht run.

My build works around sacrifice with skeletal brutes to create toxic clouds with corpsewade boots. I cleared the entire T15 map and confirmed it showed monster level 79 as normal, and my XP bar didn't increment AT ALL until I stood still blocking on a single monster at the end, and let the brutes beat on him directly. When the enemy died, I got XP for it. The next monsters after that, which died to the corpsewade poison cloud gave 0 again.

Given it didn't start until that map, I proceeded to the next node "Willow" with another T15 map and even triggered a breach in there. After the breach closed, I checked my XP bar again, and 0 XP was gained.

As another experiment, I went back to the black chambers (level 64) in act 3 cruel and received normal XP there. This appears to only be affecting maps, and only when monsters are slain with poison from corpsewade greaves. I managed to kill 2 enemies with poisonous concoction and got XP. I also tried summoning the brutes and letting them kill a spider while I stood there blocking. Both tests resulted in normal XP.

In case it is related, note that I had socketed a standard irradiating stone into the new Bluff tower that is influencing these map nodes in question. The modifiers added show as "Map has 1 additional random modifier" and "10% increased rarity of items found in this area."

UPDATE: I ran a T15 map that was nowhere near the aforementioned Bluff tower, and got normal XP. I then ran 2 maps under the influence of that tower and XP flowed normally again. Interestingly, the map node showed -25% experience gain on this corrupted and irradiated map. Maybe that's normal. I don't recall. Anyway, three maps in a row now, including the one immediately adjacent to the Willow map that gave nothing, and I'm getting XP again.
