performarnce problems

I'm using a computer with an i5 9400f cpu, with an RTX 4060 8gb video card, and 32 gb ram, the computer is around 50% usage but I can't go over 50fps, other games like this go over 120 fps easily in high qualities. I have tried several ways to improve but without sucess
