CPU overflow crash

This kind of crashing began about 2 months ago right after I installed the game after a year of not playing it, and the crashing is happening in both PoE1 and PoE2 the same exact way.

What exactly happens is that during any loading screen, the game seems to overflow the CPU to the point that all the cores of the CPU get stuck at 100% usage permanently, and the whole system freezes. There's no way to close the game other than pushing the power button on my PC case, or setting affinity in task manager for the game to not use 2 cores of the CPU right after launching the game.

The game settings that are causing this issue are both DirectX12 and Vulkan renderers, while also having Engine Multithreading enabled at the same time. Other settings don't seem to matter. This crashing seems to happen randomly. Some days I get 0 crashes, and some other days I can't even log into my character after a gazillion tries, and the only way to login and play the game is disabling multithreading for EVERY loading screen, or using DirectX11. Disabling the multithreading, or using DX11, seem to completely stop this issue from happening, but creates new issues:

The new issues with disabling multithreading is obviously the fact that the game then runs on just one CPU core, which leads to a painfully low fps, and is very prune to a crash to desktop during gameplay (rarely even during a loading screen).
Switching to DirectX11 creates an issue which makes my fps drop roughly from 200 to 15 for about 3 seconds. This happens every 2-5 seconds when walking or seeing new monsters appear (probably loading assets/models)

Now back to the original issue on DX12/Vulkan, multithreading:

What I noticed on the performance graphs when the crash is about to happen is: the CPU latency spikes to an astronomical number, GPU latency falls down to 1 ms, and SHADER spikes to maximum as well

I've been suspecting it's shaders' fault, so I've tried deleting the shaders folder to reset it, and then also even tried moving it to another SSD. None of that helped though.

This has been also happening to some of my friends with completely different PCs. Although... one of them has these crashes only in PoE2, and not in PoE1, and it might be because of the fact that he already had PoE1 installed for many years and never reinstalled, while I reinstalled it recently before it started happening.

CPU: i7 9700K
RAM: 96GB DDR4 3200MHz CL16 (Corsair Vengeance RGB PRO 32GB (2x16GB) DDR4 3200, Patriot Viper Steel 64GB (2x32GB) KIT DDR4 3200Mhz CL16)
GPU: GIGABYTE GeForce RTX 2080 SUPER TURBO 8G
SSD: KINGSTON SA400S37240G, Force MP510 960GB
PSU: Corsair HX850i

Temperatures of all components are in norm. CPU and GPU also never go above 80°C

System is Windows 11 Home, version 24H2 (the crashing was hapenning even on the previous version 23H2)
