There's a bug in the main storyline quest. I can't access the map of the Kopeck Shrine

I submitted the quest items below the camp, but the teleportation didn't appear. Now I'm stuck in this quest chain. Please help me figure out what to do.
I'm stuck in this quest and can never level up. If this isn't fixed, I will lose a lot of time and energy.

The teleportation portal has appeared and this bug no longer exists.
