Enery Shield Nodes, Skill Nodes, leveling up, and refunding levels

I have had a few isssues with leveling. First Energy Sheild nodes are not refleting the stats on my character. Specifially the 60% shield node. 2nd i cant refund skill nodes. It just makes me selet a different option out of the 3 avaliable. 3rd, i have had mutiple skill points not apply to the nodes and they then dissapear eithout activing the node. T
