CPU at 100%/PC freezing and needing restart more often

I noticed a lot of threads on this subject but I also noticed a post in which we are advised to explain in detail our problem.

My pc specs are:
RTX 4070
I5 13400f
32 GB of RAM/DDR4
2 TB M2 SSD

And while it before my PC would freeze once a day, today I was not able to play at all as my PC froze even before having a chance to select my character.
I disabled core 0/1 but it did not work and I noticed very high usage CPU frankly it is always at 100%.
I thought my water pump died but after checking the CPU temp it is around 47 celsius as my water cooler has 3 fans so heat is not a problem.
I updated the drivers, I even updated my windows, checked my pc for error, I am not sure what to do at this point.
I am also starting to believe that something is poorly optimized in my rig.
I need some help fellas
