Why does Elemental Storm have quality?

Elemental Storm, from the Storm Weaver ascendency, its a skill on your gem list and it has quality but it is not a gem so how do you upgrade the quality?

Maybe there will be some unique items like Ashes of the Stars. They leave a space for such possibility.
