POE2: File issues

Hi, Recently I realized my settings weren't being saved after logging off and closing the game. I went into my files to see whats going, there is no poe2 folder in my documents folder, but there is one in my steamapps folder. When I open the folder for poe2 none of its in english, and I cant use filters because of the folders seemingly being corrupted or something.

Ive tried uninstalling and reinstalling and verifying my files but nothing is working, any help would be sick.
