Weapon Skills Set passive points cannot be allocated

I cannot allocate 4 of my Weapon set skill points, the more points I respec out of the Weapon Sets, the more points I cannot use anymore. They also do not turn into normal Skill Points again after I remove every Weapon Set point. Leaving me with effectively lost levels I cannot regain.
